Default Older dog's treatment of 13 wk old rescue (older dog licking new dogs head?)

hey can anypne tell me why my girl gsd is mouthing the back of puppies head and washing non stop is this maternal ?
She is a rescue as of 8 mnths ago a v placid girl and he is a rescue as of a few days ago
she initially allowed him tp play with toys with her but now seems to low growl at him if he wants to join in ! although she teases him with toys !?
Had gsd puppies but 13 yrs ago so this is like being a new Mum again thanx for any info

I'm not sure specifically but GENERALLY I make sure all my dogs get tons of exercise/training when I add a new puppy to the house. It's not the older dogs 'job' to raise the puppy, that's mine. So while I want them to play and get along, it's me in the mix coming up with daily activities and plans.

And I make sure I remove the older dog and just take it out and about with me without the puppy. Still have the one on one time with the older dog. And I do the same with the puppy, take it out and about without the older.

It's really exhausting with a new puppy!
