Default Doggie behavior questions

I have a 13 week old GSD and a 55lb dog about 2 year old mix (no GSD in him).

I have a general behavior question about our 2 year old mix. He is fairly well trained but lately he is trying to "test" everything. If I tell him to sit he "thinks" about it for a minute or makes me repeat myself. He will jump onto the couch and if I say off (which he 100% knows what it means) he will not do it until I raise my voice and say off again.
Also-- he is starting to jump up on me (or anyone) again. He doesn't do it ALL the time but pretty often again. He KNOWS this is not okay. The last thing I notice is that if I even start to pet him he tries to get right in my face or into my lap, like WAY overbaring.

Is this all dominance issues arising? Do I go back to square one and start leashing him constantly with the pinch collar to currect him and almost train him again, even though I KNOW he knows what I am asking. Back to the 100% nothing in life is free?
Ideas?

I wonder if your two year old is feeling the upset in balance by the introduction of the pup. Do he and the pup get along? Is he maybe feeling his rank position being offput by the pup? Just thinking (typing) out loud.

He has figured out how to reclaim your attention. That's all. (And he's doing a mighty fine job of it isn't he?) You might want to start giving him first service, first attention on everything and messing with him before you mess with the youngster.
