I probably did the wrong thing, so I will ask instead what is the correct thing to do?

I don't know how she views him, if he raises his voice or scolds the other dog, she runs for me and crawls in my lap or tries to hide behind me leaning into me. If she could crawl inside my clothes, I think she would.

She's afraid of him.
Not good.

Also, the male can still be fertile for up to 8 weeks after being neutered, so you won't be in the clear for a while.

How is that possible?! (Rhetorical) Ugh. I'll ask the vet to flush him out LOL. I'm ready to send him to the pound at this point. I can't take this whining and clawing and being a menace.

IIRC, we would tell people that dogs were generally sterile about 2 weeks after neutering but that there have been instances of it being longer. So as a safety thing, we told clients not to feel they are in the clear for 8 weeks to be sure. Especially if there are intact females anywhere around. Females can have what is known as a silent heat where you see no outward symptoms of the heat cycle, or they can have a split season, where they come into heat, seem to come out and then come back in a few days or even weeks later, the second half can be visible or silent. So this is why you need to be vigilant for a longer time than most would think.
