Default Foot fetish!!

Our new 10 week old GSD Kobe has an obsession with running and biting ankles and feet when we are walking around. I have tried telling him off, giving him a toy to bite instead and putting him in 'time out'. These are all short term fixes but within an hour he will start doing it again.
Can anyone who has had a similar problem suggest a solution??

A long time ago, a girlfriend had a shepherd like that. We just kept correcting and giving her one of her toys. It took awhile, but eventually she got it. "Awhile" was a couple of weeks...

going after feet, ankles, hands, towels,
your dinner, your lunch, your breakfast,
the cat, the other dog, the bird, the edge of the
sofa, edge of that expensive peice of furniture,
electric works, the kids, news paper, the neighbor,
the neighbors kids, you hands, your face when in reach,
laundry, shoes, anything in your house or yard. it's all theirs untill you teach them. .

Normal puppy behaviour. Always have a tug type toy on you, and redirect to the toy. Stop and play with him for a bit. Just giving him the toy won't satisfy him, he is looking to engage. Make sure he gets lots of exercise, like running around off leash in a safe area. A tired puppy is a good puppy!
