Default Barks at other dogs, but whimpers later?

Otto is 8months old and a very dog and people friendly GSD. I take him to dog parks all the time with no problems at all.

However when we are in our gated yard and another dog walks by, Otto starts barking wildly at the other dog which i guess is normal since he is protecting his territory. But what makes me confused is the whimpering after the dog leaves. I need a second opinion on this matter.

Here are some clips demonstrating his behavior:

his bark doesnt appear to be out of protectiveness or aggression, if he's friendly with dogs otherwise, it just looks like frustration because he wants to play.

my male occasionally does the same thing, however i try to discourage his barking and attempt to redirect his attention before allowing him to focus in, especially if i see the other dog before he does.

I cannot see the videos but I would take Lucia's word on this. She is very dog savvy and if she thinks it is pup being friendly and frustrated I would agree with it.

I too would work on a call off the fence with high reward. Over time barrier frustration can become more aggressive as the dog is tired of being frustrated. This is very similar to leash reactivity too.

Sounds to me like (from your words not from the video clips - don't have sound connected here) this is frustration and a "come here! come here!" bark on your pup's part. Especially when followed by the whimper. "Goodness I'm excited! There's another dog! Ohh I am excited! Oh No! He/She's gone away without saying hello!" At least that's how I understand dog.

I think he wants to play. Balto goes wild when a dog walks by. He grabs a toy and shakes it violently. Balto is wonderful with all creatures and I know its a play invite.
