My Pug does this all the time. It looks like a horse trot or something. He uses all four legs when he does it and growls like he is ticked off or something. My GSD does it sometimes (I thought he learned it from the pug) last night he did it and his rear legs were in the poop! He's so uncoordinated when he does it I thought he was just trying to imitate the other dog and doing a bad job of it.

I call it scritching. "No Scritch!"
My bitches do it. After pooping or urinating, especially in front of another bitch's kennel. My dog does not do it. I do not believe they are trying to cover it up. They are trying to spread it around -- Look who's here, smell who is the king of the mountain, or the Queen of Sheba! Bitches! They will sometimes scritch in front of the dog too. Hmmmph! My neighbors think I am nuts. Hey, no Scritch! You leave her alone, Don't you make that grumbly sound, quit bitching. GIRLS!!!! Come on, leave her be. NOOOOOO, we do not EAT poopie!!!!

Juli only does it after she poops, I'll have to get it on video tape, its pretty funny, she never touches the poop though, just in front of it like she is real satisfied!

It is called scratching off, and it's a form of marking behavior, staking territory and declaring dominance. Pretty common.
Most of our dogs do it, male and female. Though I've seen it more in females than males (probably because the males have other ways of marking that they prefer). One of our 10wo pups already started doing this, usually after pooping but sometimes after peeing too.

Tuki does this after pooping, but not after peeing. I usually get a laugh when she does it, then give her a "dassa girl!" and she playfully frolics away after the scratch.
