By the looks of that cable? tie hanging off her collar one can only hope the owner doesn't find her only to chain her back up... (and with a heavier chain/cable that she can't break next time!)

I checked on sweet little Bella today. They said they had a private inquirey on her from someone in the DC area that tentatively said they were coming to get her... SO... lets hope they follow thru.
If not, I've assessed and taken more pictures of her and taken that darn chunk of metal off her collar!!! She's a very nice little dog lacking good care as ususal... has been tied out and recently nursed a litter of pups... The shelter is supposed to let me know if her potential adopter comes to get her. She's a very nice girl.
