Be patient. She'll learn that balking and fighting the halti will only result in providing a correction from the halti itself.
My 4 year old GSD has used a halti since he was in his first OB class as a youngster. He would balk every once in a while, but I ignored him and continued on. So if we were walking, I'd continue to walk. If he was at a sit or down and he tried to rub the halti off, I'd ask for a 'heel' and we'd continue on as if nothing happened. I never tried to correct the behavior - he was correcting himself.
He now walks perfectly on a leash. When out in public, I still put the halti on him because he isn't a social butterfly and everyone wants to pet him. Seeing the halti, they think it's a muzzle and stay away.
Every once in a while he'll rub his head on my leg when we are just standing there. But it's rare. When he sees the halti, he knows we are going somewhere and he gets excited.
