Default E-collar Trainers in PA or follow Lou Castle?

Looking for some advice.
I recently purchased a Dogtra e-collar and I was wondering if anybody knows of any reputable e-collar trainers in Pennsylvania?
Or has anybody executed successful e-collar training by just following Lou Castle's training descriptions on his website?
I guess I am asking if it is necessary to find a trainer or if you can properly use the e-collar by following Lou's instructions. I have little experience with an e-collar, but the way Lou describes his methods, it doesn't seem too difficult to follow his instructions.

Where in PA are you? It's kind of a big state.

What are you trying to achieve with the collar?

I am located in NE PA (near Scranton).
I am planning on reinforcement training with distractions. My dog already knows all the basic obedience commands, I just want to refine them during distractions.
I also want to learn how to use it for my own benifit of learning about different training methods.
