Default Harness vest good with trolley system?

Because he loves to start barking matches with the neighbordogs and dig at the fence, we have resorted to putting Jake on a trolley when he's out in the backyard (for short periods of time, while people are home). Only problem is: he pulls too much at the neck and we're alarmed he'll do some serious damage. We were thinking of getting a vest/harness (like the DT vests) so he'll do no damage to himself, plus the harness will help with training and control issues Jake has.

My question is, are the DT harnesses good? We can't afford the $80+ leather police style harnesses, but on ebay the DT's go for $35 or less with free shipping.

I'm not sure how a vest or a harness would help with training and control issues?

I've never heard of a DT harness either so I can't say whether it would be good, but I would suggest a padded harness (padding on the straps) if you are worried about him causing damage to himself on a tie out. Hopefully he is not tied out without supervision though, as an unsupervised dog could potentially injure themselves or chew through a harness.

A trolley is different than a tie out. Trolley gives much more freedom of movement. Dog is tethered on a lead that is on a pulley along length of wire between fences. As I said, it's under supervision since we'd be home. He just likes an hour or two of 'me time' outside.
