What do you think of the design? Specificly the way the harness is set up.

It would be nice to see a picture of it on a dog. It's hard to tell if the bags would be over the shoulders where the weight should be, or further along the back.
For that price I'd be looking at a Ruffwear pack. The Palisades has a separate harness and you can take the bags on and off while leaving the harness on. It retails for $125, but Arcata Pet has them for $93.49: http://www.arcatapet.com/sresult.cfm I have Ruffwear Approach packs, and they're very well made and the fit is perfect.
