Ozzy's top two canines never fell out (the puppy needles), and there's a little space between the adult canines and the pup canines that collects gunk. I got him a toothbrush today to try and clean it out, but it didn't work very well.
He didn't like me brushing his teeth very much, but he was a good boy and sat still for the whole process and got lots of love after. He loved the toothpaste. I was wondering if it was okay to use people's dental floss between those teeth, or if there was a doggy floss or something I could possibly use?

I don't see how he will let you use floss without doing more harm than good and end up damaging the gums, predisposing for infections.
Those teeth need to be removed, that is the only solution. I don't remember now how old is Ozzy, but by now I bet they should be defeinitively out and i doubt they will fall on their own. Small breeds tend to have worse dental problems than a big dog like a GSD already without puppy canines staying. The sooner the better a vet should take them out.

He doesn't mind me playing with his mouth. He doesn't like it, but he'll sit still for it. When I can afford it, I'll have them removed, but right now, I'm saving everything I have. (He's 9 months).

I know this will probably sound monstrous but my GSD had a lower canine baby tooth that fractured while the adult was growing through. So he had this large adult tooth and this sliver sticking out right along side of it. My boy is really good at letting me do whatever I want with him, he lets me brush his teeth and pretty much play around in his mouth. I ended up getting a hold of that tiny sliver and pulling slightly and this huge piece of tooth that was like 1/4 an inch came out.
It didn't even bother him, he sat right there and didn't even squirm. I think he enjoyed the relief. His adult teeth came through all fine and he has perfect teeth now. |

I would give him a raw meaty bone to chew on, it may help work those puppy teeth out.
I agree with Catu, they need to come out asap. Is there a way you can borrow the money so he doesn't have to wait? Or maybe your vet will work out a payment plan with you? |

Sorry I haven't been on in a while.
The other night I was playing with him and his last baby tooth came out. I didn't think it was ever going to, but it did.
