What size fur saver for my girl?

I just received the 21" fur saver for Fanta but not sure if I got the right size.
I had a 23" chain at home that seemed to be too long when on her neck(she could slip out of it too easily) so decided on 21". it goes over her head pretty tight but seems ok on her neck although it doesnt sit all the way down like some photos I saw.
kinda sits on her neck like this, maybe bit looser:


but I see many dogs with a lot longer, like that


so what is the proper length?

I'd go with a 23". They aren't meant to be tight and you can adjust the size by clipping the links together to tighten up the slack. Personally, I don't think a dog should wear a fursaver unless it is for training. Karlo has a 27! He outgrew the 25 at a yr old...very thick neck on that boy.

why for training only? because its a choker type collar?
