Default Soar Ear, Help

Zeus is 9mo old, his ears have never come up completely, he has had one ear up at a time, but never both at the same time and never for more than a very short period of time, I had tried breathe right strips, but they caused irritation, I had resigned myself to having a floppy eared dog, which is fine with me, but now his ears are getting red and sore where they crease, I need help! My vet says taping them won't help, he sees his ears not standing as a cosmetic issue, as for the sore looking spots, he said to use triple antibiotic ointment on them. Tonight I tried to tape Zeus' ears using foam pipe covering, it went horribly, he got it off in 2 seconds flat. Can anyone offer me any suggestions?
