12 week ears

I am a first time gsd owner. My puppy will be 12 weeks tomorrow. 90% of the time her ears are down. Sometimes in the morning, one or both ears will pop straight up, but lasts only a minute. Or if she wakes up from a nap, one ear is straight up -- but again back down in a minute. Is this a sign they are about to go up, or does it mean nothing since they only stay up about a minute. i am attaching a pic of her I took two days ago with her ears down.
