I would not recommend letting your dog just greet random dogs. It's not safe, and it's actually a bit rude. If you observe a dog and think it may be friendly, it's always best to ask if it's ok for your dog to say hi. If not, then do not allow a greeting. I would be beyond ticked if some random person let their dog run up to mine. Regardless of how dog friendly their or my dog was.
It's not a GSD thing, it's a 'most dog' thing... most dogs do not greet well onleash. Some dogs greet too over enthusiastically (which can also cause trouble).
