Default Help with a phrase

Possibly a stupid question, but I've never heard this phrase before. I posted a picture of my male on a site and someone commented that "He looks a little down on his feet, but I'm sure he'll tighten up".

What could they have meant? I've never heard that phrase before, minus used with someone with bad luck ! Lol

Yes, they just responded to me. He's only 7 months, so should I worry? Or wait until he's developed more and make sure he's getting adequate exercise
