My female puppy is 13 inches tall at withers @11 weeks old is this average? And I've seen some people say to take them off puppy food @ 3-4 months and some say about 9 months??

I don't know about the height. You can get an idea how tall and big you pup will be if you know the parents' height and weight. For the puppy food, well, I kept my Sting on it until he was nearly 10 months old. He did well on it and it was formulated for large breed pups.
