Default Does she look small for 9 months?

I've had people come up to me since she was about 4 months and comment on how "small" she is compared to their GSD or others they've seen.. She just turned 9 months on Dec.4

-- kinda blurry!

Could her having Parvo stunted her growth?

I don't think parvo stunts their growth, females aren't supposed to be real big.
She will fill out as she grows up, up to 2yrs. old or so you can expect to see that.

I'm not sure. But my full-grown female is only 65 lbs. And I've seen them as small as 50lbs. So I would think she's a good size.

My 1.5 y/o female is 75lbs and I think she was around 55lbs at 9 months..... in my opinion as long as she is happy, well exercised, well fed and gets the necessary training, size doesn't matter.

I think your dog looks great. My female Liesl was like that at 9 mths, people sometimes commented on her being small. She continued to grow and at 2 years is now 80# and no longer growing.
