Default Parvo concerns in regards to socialization

I live in the Parvo capital of the world it seems. However, it also seems to be the capital of poorly socialized Shepherds, Rotts, Danes, etc.

I have worked at vet clinics in this area for the last 6 years and the shepherds are crazy. I have had several do alligator rolls when I would walk towards them, just really can't even get your hands on them, because they flip out as soon as you start walking towards them. Unfortunately we also have A LOT of parvo here. It is a military town with tons of puppies and tons of uneducated owners. Luckily I live out in the country sorta rather than on base housing or in an apartment. However, I'm really worried about getting Zeus properly socialized. I'm scared to talk him on walks or to any pet stores.

Any advice or suggestions?
