It is a puppy mill bill. When it was first introduced it was disgusting. But now it looks not too bad. It is targeting high volume breeders -- more than 9 litters, and 60 dogs sold in a year have to be licensed/ regulated by the state.

I don't like that they are requiring collars and tags at all times, but they are, unless the dog is confined in a kennel. My dogs will be ok, unless I go off the property.

I know what you are saying, and yes for something like that. Even though I would be one of the last ones to give more power to people that do not need it because some have to much already.
