Several months ago, a young child was bitten by a dog at the farmer's market in Watertown, NY - the circumstances are a bit hazy, but based on news reports, the mother and dog owner gave the child permission to pet the dog, and the child was either held over the dog or was behind the dog, when the dog turned around and snapped at him, biting him in the face.
As a result, Watertown's mayor has been the driving force behind attempting to introduce legislation that would ban all dogs from any outdoor public event in the city. This would include the farmer's market, the Christmas parade, and any other outdoor event people often enjoy along with their dogs. The mayor writes on his blog that "nobody would hassle" someone with a Service Dog or someone with a dog in their purse, but all other dogs should be banned from public events.
