Wondering if this is more reactionary and rushed through to recent events or if it is a reasonably thought out course that will give officers another tool?

No matter what the motivation, it can only be a good thing. I am sure that the people at the SPCA will do the best job they possibly can. It wouldn't be a bad idea for a course like this to be a part of continuing education for LEOs everywhere.
