Charges Filed in the Case of Duncan, the Puppy Found Frozen to a Tree in Maryland

The puppy’s owner Christopher William Lorshbaugh, of Haven Road, was charged with three counts of abuse or animal neglect and one count of abandoning of a domestic animal. The animal abuse and neglect charges are:
10-604 (a)(2) depriving an animal of necessary sustenance
10-604 (a) (4)(i) a person may not inflict unnecessary pain and suffering on an animal
10-604 (a) (4)(ii) unnecessarily failed to provide the animal with necessary veterinary care, proper drink, shelter or protection from the weather.
The penalty for a conviction on these charges is imprisonment not exceeding 90 days and or a fine not exceeding $1,000.00 or both. The one count of abandoning a domestic animal, 10-612(a), carries a fine not exceeding $100.00.

The charges stem from an incident involving a young puppy found alone late at night in a wooded area behind the North Spring Apartments off Haven Road in the north end of Hagerstown. Field Services Offices responded to a call from a Good Samaritan who found the puppy and took him in overnight. The caller indicated the puppy was frozen to the ground which caused some hair loss on one side when they picked him up. Officers took the puppy to a local veterinarian’s office for treatment.

Paul Miller, HSWC Executive Director, tried to impress upon the public the gravity of the situation. “This young puppy could have died from exposure and hypothermia if the Good Samaritans who found him hadn’t come along,” stated Miller. “Under no circumstances should anyone abandon an animal, especially a young animal like this to the elements.” The puppy is currently in the care of the Humane Society on Maugansville Road and is being treated for a skin disorder.

I third chaining him to a tree- but without a jacket on and leave him there till he has to be pried from the ground. Not use taxpayers money to sit in jail with three meals a day for only 3 months.

What a monster. He needs to go to jail or better yet get the same treatment as the puppy. Glad to hear the pup is safe now!!

i respect everyone's right to their opinion and SO understand everyone's frustration and anger BUT...adding more hate and cruelty and negative energy to our world is not the answer. we are OD'd on that already. imho.

it's wonderful that this dear little guy/girl was found and saved!!!

I don't understand how people can do some of the things they do. We are the species that are supposed to have brains and compassion. This is a BABY, doesn't matter if it barks or cries, it's still spelled the same and has the same definition. I'll join the parade, tie this person to a tree naked far as I'm concerned and add a little water around his feet so it will freeze faster.

riley's mom, good thing you don't understand it. of course, people without the mental health issues which cause/allow this kind of thoughtlessness/cruelty would not understand it...can you imagine thinking, "well...i can understand how someone would..." brains and compassion mean nothing when there are mental health issues which allow a person to do something like this. please don't think i'm making excuses for the behavior, but only that i know and understand how energy and the law of attraction works, and how powerful words are. it is never good energy to wish anything bad on anyone (and i know all the believers in "an eye for an eye" will disagree). wishing bad for those who do bad is only amplifying and perpetuating the bad energy. thank goodness this little guy was rescued and has a chance at a better life. thank goodness!
