Wherever you go, you are in extreme danger of buying a dog with a great pedigree that just doesn't produce, or has a crappy temperament, or has some other fault that isn't readily apparent.
Everyone knows someone with dogs they'd love to download to some unsuspecting person. You need to go out in person and see the dogs, and watch them, and compare them, and find the ones that look the best, and study their pedigrees, and find their breeders.
And then you are going to have to have enough of something to convince them that you are worth them wasting a top prospect on.
Even the top breeders have dogs they would be happy to move along. You will get worked over, but you may not know enough to realize it.
There really aren't any shortcuts. Someone may whisper a name or two in your ear, over the net, in a PM, and you might get lucky. But that is what it will be, luck.
