Purchasing a GS pup

Hi.. Looking a purchasing a GS pup.. visited the pup at 4 weeks and had a chance to see the parents.

Both parents had straight backs and seem to be healthy and active (i'm no expert with dogs).
I was worried with the lil pup, it seemed quiet and didn't move much, really shy. But when it was with the other pups it became more active but noticed its back legs weak and not very strong. Maybe i'm being a little harsh, its still young and might get stronger as time goes on.

Are theses early signs i should be worried ?

Also breeder doesn't have official papers and breed every year. I was worried about the mother, can't 100% be certain she's pure breed (photo attached)

Why doesn't the breeder have official papers and registered pedigrees for the breeding dogs? At the bare MINIMUM, the breeding pair should have hips/elbows certified and need to be registered with your country's official breed registry. Personally, I think breeding dogs should have working titles or certifications, conformation ratings as well. If I were you, I would find a breeder with knowledge and expertise with the breed. Someone that understands the breed and can find a suitable match for your particular needs.

i wouldn't get a puppy from them. find a reputable
breeder.

Even if everything else was in order I don't like shy quiet weak puppies. They usually end up being shy weak problem adults.

I would keep looking.
