I wonder if maybe your dad could have some special commands for the dog? and i like the idea about the x-pen and training to be of service to your dad. Can a dog be trained to avoid a person????

Another thought...maybe if you had a long talk with your dad about your predicament. Explain to him that with your sister and others coming down on you and with the possibility of an accident, it is imperative he leave Sib contained while you are at work. Explain it more to him in terms of it is better for the dog, so that you don't have to rehome her (him?). You could look into a dogwalker for midday that way your dad doesn't feel guilty about keeping Sib contained while you are at work.
