Working for a Psychiatrist I learned that if someone is suicidal you dial 911 and tell them they are a threat to themselves. They will send police and ambulance and bring them in for an evaluation.
Another thing you need to remember is that you can't control another persons actions and you aren't responsible for them either, you are only responsible for yours. You did the right thing by alerting his sister and your responsibility in this is complete. You now have the difficult task of feeling at peace with your part in it, you may not feel at peace with the situation but you should have peace with the part you had in it.
