Someone above made the point that many tourists don't tip because they may never come back to the same restaurant or bar again. I think it can also be cultural. Many tourists coming from overseas don't tip because in MANY countries, the tip is automatically added to the bill, and it is uncommon for people to tip separately.
Obviously, that was not the case with this couple, but regardless, I think nobody should be FORCED to pay gratuity if the service was truly lousy. |

I think that resturant made a mistake by having that couple arrested, if I lived in that area I would never go there again.
I have been a waitress and also had a family member who owned a resturant. I generally tip well for good service. Being forced to tip when the service is poor doesn't cut it.
