By "bad puppies" I mean that often they will send the ones with questionable nerve and temperament or questionable health (small, sickly). Now certainly this isn't the case with all breeders, but I've heard of more than a few situations of it happening when someone imported from another country without having a relationship to the breeder, or connection to someone who does, beforehand.
Another thing you may consider is flying to Germany, or whichever country the breeder is in, to meet the dogs and puppy and breeder in person before bringing the puppy home. That might not be financially feasible, but it's worth looking into. Shipping from Europe is very expensive these days, at least here to the US, so it wouldn't hurt to compare the prices for shipping to the prices for you to fly there and bring the puppy back as baggage.
