I currently have a 2 yr and 3 yr old GSD
both males both very well tempered dogs. The 2 yr old is intact. I am about to foster for 3 weeks a 20 mos old neutered male. The foster was brought over today and was a great dog in every way except that he wants to be dominant with both my males and my males don't appreciate that and will snap at him nicely as a warning but he keeps on so it leads to a fight. What are some good ways to train this out of him?. I have never had to deal with this before. Thanks

He tries to hump my dog and if I call my dog back and my dog is sitting next to me he goes for the sniffing and licking at the penis and when they are running and playing the other dog will nip at mine, I believe it's a show of dominance but please correct me if I'm wrong

It may be very bad manners. He might have not learned how to play fair. He could be testing his boundaries with the other dogs.
I'd imagine you have to keep this foster leashed and have him watch the other dogs play. Maybe even have him drag a line indoors and have him is sight to show him what games you approve of and the your consequences of too much roughhousing (i.e. having to sit out of the game and go to Place). You may have to treat him like an over grown puppy.
Obedience training will help, but you have to be in total control of all 3 dogs. I would keep him separate unless you are supervising them and can control all three 110%. If you are only having him for three weeks, crate and rotate would be my plan.
You need to be careful, you may wind up with a very serious fight.
