friendly, but then jumps and bites?

Hi guys I have a gsd named zeus who is 14 months old. he does get a little nervous around men (no idea why, he loves my dad and brother), but is great with kids.

When we're on walks, he doesn't bark or growl at anyone, but if a man came up to pet him or something, zeus would start barking at them and get in between the stranger and me. This I understand is him being protective of me, and I just tend to tell them that zeus gets nervous and prefers not to be pet.

This has gotten a bit better now, and he allows some to pet him (tail wagging and all), while with others he just gets a little tense and i steer him away.

but I've noticed that when he meets people (men and women), he starts off really friendly, going around and sniffing and licking. But after a couple of seconds, he starts to get a little frenzied, looks like hes too excited, and starts jumping on them while making this weird barking/whining/crying noise and then tries to bite them (not a serious bite: almost like nibbling).

I don't know what to make of this, seeing as how he's fine the first 5-10 seconds, but then gets a little crazy if I let the interaction continue.

Any idea why he's doing this? I'd love for him to get along better with people. But this makes me very wary of allowing him near people when walking. I've tried googling it but came up with nothing.

Any advice would be greatly appreciated.

If he's getting tense when ppl come into to pet him he is probably not protective, but afraid.

Also the "crazied" moments sound like a stress reaction as well.

I would look up BAT training.
