Reacting to small moving things - cats, dogs & people

I have a question about my 16month old girl. We got her at 8 weeks from a very reputable breeder. Her mom and dad are very well behaved/mannered and she has a good blood line. The day that we brought her home, the neighbour kids ran up to her and scared the beejezus out of her. To the point where at 8 weeks she was trying to climb through the solid wood door.

This over time developed into her not "liking" children. She has since gotten used to the ones that are around but will bark at new ones when they come into her surrounding. When we are out, there is no problems with strangers when she is in a strange place.

Now, at this stage after months of training, she is lunging after small dogs. Not in an aggressive "i want to bit you" way, more in an "I want to initiate play" and when the other dog doesn't want to play back, it escalates.
We don't know what to do. She is so mild mannered and loveable except around small moving things. IT trully looks like she wants to play with them but it looks aggressive. I also have a cat and she thinks the cat is her buddy and does the same thing but nothing bad ever happens.

I am looking for a different training technique than what we have used. Her recall is great. Her commands are awesome. The only fault really, is what I have described above.

Any thoughts out there? Help is appreciated!!
