Default Need help suggestions for Fence Guarding

I really don't feel like getting flamed however I need some suggestions and help so I will try not to be afraid to post this.

We have two GSDs, one male 3 yrs old Named Kahn and my 1 year old Bella.
Let me start out with this,
Kahn has been through a ton of training since a puppy, thousands of dollars we have spent on training. He is very obedient and his temperment is very calm and relaxed. He does not show aggression unless he is in the back yard. No matter how much exercise we give him no matter how much obedience training we have done, he is still and always has been fence gaurding. Now I NEVER leave him in the the backyard unattended. If I see him start to charge and bark at someone walking by I give him a quick firm "OUS" and he usually stops but the fact remains that I have to do this each and everytime we are in the backyard if someone even walks out on thier yard.. and if a dog or someone gets really close to the fence line he charges, barks, raises hackles and runs back and fourth at the fence line. I will give him the Ous command but does not stop right away, he will stop but the fact remains he still does it and that people are fearful of this.

Naturally.. neihbors are fearful of thier children coming even close to our fence.. and rightfully so. I can't get mad at them for being concerned as I have been for a few years now.

My husband is deployed in Iraq for a third tour of duty, last tour I took the concern to our trainer, who had suggested a no bark collar or whatever. I tried it for only a few days, because it was usually to weak for him to feel anything and then if I would raise it at all anymore he would yelp and laydown like he was terrified. I couldn't do it. I know there is a better way than to do this to my dog. What sucks is he even does it when my husband is home, so I would say that this is new and he is taking advantage of me with my husband being gone but this has been an ongoing problem. Though my husband can usually give the command for him to stop and he always does, its just the fact that we need to always watch him.. always.

It doesn't matter either who it is that comes to the fence, dogs, adults, even small children.

Does anyone have experience with this? Anyone have suggestions without flaming me?
