What you'll find is most people don't socialize their dogs to play and have a lot of interaction with strange dogs. Most people want their dogs to be accepting of other dogs, but not necessarily friendly. The best way to put it is that most people have dogs that just ignore the other dog in the room, but if that dog does come over to say hello, their dog doesn't immediately go in for the kill.

So the socialization is usually done in a very structured, class type environment where all the dogs are under control and you're able to teach your dog that it should want to pay attention to you rather than the dogs around it.
