Walking On Back Of Legs? Bleeding?

Here's one I don't see an answer. Our pup is almost 16 weeks old. I've been doing some longer walks off leash. She is from a 'show line', slanted back and all.

When walking she often has part of her rear legs on the ground, this is the part above the foot pad. There is no real protective foot pad in this area. She gets 2 raw spots in this area, one on each hind foot/leg. Often it leads to slight bleeding. This is somewhat dependent on the ground, frozen snow, ice rather bad.

Yes, I try to limit contact with rough surfaces, terrain. Besides that will this condition clear up? Maybe better form or calloused up contact area? It's not so much an issue while running, but has been going on for a while. Thanks
