I've heard of people doing that to dogs they intend to show because their nails are generally clipped quite short, and it makes the quick recede faster than if you just clip them everyday without cutting into the quick. I never knew of anyone personally who did it though, so I wonder if it's a bit of a carry over from pre-grinder days when it was harder to get really close to the quick without cutting it? In any case, I doubt there's any reason for it these days, especially for a pet dog who's not sedated.
