(although I don't use treats) to get the pups attention take it out to a wide safe area , no distractions. Plunk the pup on the ground , interact , tickle the "sweet spot" , stand up and walk away . The pup will have to make a decision. The moment he choose you , celebrate, let the pup know who good it is of him to pay attention , walk and praise . Turn on your heel , praise the dog for following , which is paying attention.
keep the dog thinking , keep surprising him. Each and every time he pays attention and moves with you praise.
Movement is exciting . You are multi tasking here . The dog is paying attention and rewarded. The dog is making the choices . You don't go after the dog , he has to follow . You play "leader" . You begin training with walking/ heeling , recall -- attention.
