Use her crate. If she is being annoying, put her in the crate with a chew toy. I found the crate a life saver with my pup, now a year old. If he has gotten plenty of exercise and mental stimulation and is being a butt, he goes in the crate. Not punishment, more like a time out.
Take a breather, relax with the kids, watch TV, whatever. He can chill in his crate.
I would also work on brain stimulating work. Nose works, obedience, tracking, tricks, something to wear his brain out. Right now he is manipulating you. Puppies love to do that. They figure out what gets a reaction then do it over and over and then up the ante if you don't respond.
It does get better.
