Not sure what the experts say, but we did it with ours. Keeping it on the ground and avoiding jerky movements, we never had an injury from it. Be careful with the tugging on those puppy teeth.
It is not only safe, but also AWESOME!! Flirt poles are a lifesaver for tiring out a hyper puppy. My last GSD was really drivey and was a major landshark, I don't know what I would have done without one. Safety wise, just don't make her jump too high or crash into things, and she should be fine.
We have been using one with our 14 week old for about a month now. It started off just slow dragging, now I run around the main floor holding it so he can chase it. Just have to watch when we get to the laminate so he (or I) do not have any major wipe outs.
It definitely wears him out. Last night he was crawling onto his bed around 10pm.
