You said "we", so it sounds like there are other people in your household. Perfect! How about some restrained recalls? If he'll tug, use tug as the reward. If not, use a high value treat, as VTGirlT suggests.
One person holds him by the collar, while the other person teases him with the reward and then runs away. First person releases him to run to the second person for the reward.
If you have a few people, you can even just sit around a room together in the house and call him between each of you for a reward. I do recall games in the house by myself by tossing a treat a short distance away, and then when the puppy gets to it, I call them and run to another room in the house. Big reward when puppy gets to me, then I toss another treat and run. Rinse/repeat until you're both panting! I've never had a puppy not LOVE to play this game with me. I'll randomly do short recalls on leash on walks by calling the name and running backwards a few feet. I also like to work on a "whiplash turn" to their name - I stand in one spot and roll a treat across the floor. Puppy runs to get it, and as soon as they get it I call their name, marking (either with a clicker or verbally - "yes!") the exact second their head starts to turn back towards me. Puppy runs back for a treat, then I toss another.
Making coming to you fun and rewarding, and chasing you more fun than running away from you.
