no it's not normal.. The majority of dogs never need their glands expressed 'ever'..
Once they start having to be expressed, it sometimes turns into an ongoing thing
which can't be good for the dog, the glands are not functioning properly so have to be done manually..
I have had one dog who's glands were removed because of perianal fistula's, which were the result of infected glands...(different than impacted)...
If I ever have another dog who's glands need constant expressing, I won't hesitate to have them removed...it can be stressful for the dog having to have it done all the time, and if they do have to have it done all the time, it tells me the glands are non functioning and now serve no purpose..
