We had a similar situation but are working on it and its getting better. We will approach people from a distance and let her watch then while we treat her if shes not reacting. We get closer after about every 9 days or so, if she starts reacting we move her back until shes out of her "threshold". We also bring her to parking lots and let her watch from inside the car while we treat her if she doesnt react. I would think at this point a petsmart or dog park is too much for your pup. I would go slow but start now and do it every day. You can PM me if you need other ideas or have questions. It has not been easy but shes much much better now.
Also, we suggest a puppy class, we got lucky because ours is very small (1-2 other people/dogs). For when she barks for growls we instantly say QUIET and the very second she stops shove a treat in there to reward. Our has never had food aggression unless we tried to take away a "high level" treat like a trachea, since we got her we have fed her part by hand and will also touch her head/feet/tail. Maybe start by hand feeding her 100% until you can start touching her and sticking your hands in the bowl.
