I'm with bailiff, it might trigger something if he is ever in the same situation again. I don't think it would make him reactive to every dog just ones that put him in the same situations.
Oliver turned 9 weeks today, my socializing tactics up to this point have been introducing him to people and dogs that he will encounter pretty often. I have taken him places to meet random strangers that I allow to engage with him, I have taken him places where strangers and stranger dogs are, but I don't allow him to play with the other dogs... I basically show him that other dogs exist, let him get a little close but keep him calmed down, require him to do some obedience (mostly down and sit) then we move on.
I don't want him thinking that every time he sees a dog he needs to get greet them and play and rough house. I am teaching him to be obedient and calm around other dogs and then when it's time to play I let him know.
