Puppies really, really, really need to be crated. I can't stress that enough. He may not have gotten into anything yet, but he is VERY young (you'll need to find someone to let him out during the time he's crated), and at this point mostly sleeps-- this will change very quickly. Crating is 100% for their own safety... don't think of it as "cruel." Most dogs enjoy their crate, and if it's done right, yours will too-- they like confined, private spaces. Don't put anything he could potentially shred and swallow (like a puppy pad, stuffed toys, bedding) in there with him. He doesn't need water either- he won't dehydrate in that short of time (provided he has plenty at other times), and it will make potty training and learning bladder control harder.
Crating is also your best friend for potty training (most dogs will avoid soiling where they sleep, so it helps him to establish a routine), so it's double helpful. Good luck!
