Once you get a crate, you can use the crate for house training. Crate at night, and the first thing you do is take him out, wait for him to potty so you can treat and praise.
Then bring him in. If he doesn't potty after given sufficient time, take him back in and immedieately crate him. Try again in one hour. Whenever you cannot watch him, crate him until he has the idea.
Be sure to use the potty words you select in a happy voice. Outside. Do you want to go outside. Go Potty. Go pee pee poo poo. Don't worry about what the neighbors think, they have probably housetrained a pup before too.
