he is a puppy, and yes you are expecting way to much from a 4 month old that is in a crate for a very long time doing "nothing"..
Do you have someone that could come once/maybe twice during the day take him out and exercise/play with him?? Tho I'm not a fan, how about doggie daycare??
At 4 months of age, they will do a command one second, forgettaboutit the next, he's full of pent up energy, wants to play, heck why would he want to be 'obedient' when he's been crated all day? (not saying this is a 'wrong' thing)..
At this age, my opinion is, he's in his crate way to much, he needs to burn off some of that energy.
