Maybe, maybe not. She's only been with you two weeks, continue to boost her confidence in herself and also in you, if you see her getting nervous step calmly between her and the "threat" she's seeing. If it's something inanimate like a vacuum cleaner for instance then walk over to it and handle the object calmly so she sees you're not scared of it, leave it out in the open so she sees it everyday, dogs pick up on your emotions so if you're calm and confident they can feed off that energy and lesson their fear. If it's a living thing like another dog, then stop and let her explore with her eyes, ears, nose, etc from a safe distance. If it's a human and she's pulling away if they want to pet her then step in between and say nicely that she's not up for petting at the moment.
What was the trigger that was causing her to be nervous? A playtime with the other puppies? Just being in the same room as everyone?
