Since I'm in FL as well, I've never had a fully 'outside' dog. Back when I was really young, we did have a large fenced back yard where the dogs would be let out to run and play and get out their energy before returning indoors. We would play ball with them and they had baby pools..... but, they were brought in soon after and kept indoors during the heat of the day and also over night. They were not the type that wanted to be under your feet 24/7 and they loved their outside time. It wasn't until we got the goldens that we moved the dogs 100% indoors. They were never left outdoors alone. Personally, I see this as the best option for most pets in this state as it does get severely uncomfortable and unforgiving.
However, I'm not against dogs living outdoors in most other states. If it's cooler outdoors, the weather is nice, and they have proper care (food, water, attention, etc), and are still part of their family.... then I have no problem with it. For many places it's almost just a different culture when it comes to raising pets. My parents grew up with all outdoor pets, none came inside at all.
It really depends on the area, the dog, and the owner.
