Looks like you taught your pup a trick. lol They are so darn smart! If she goes to the counter she hunts around until she hears your cue, then she can come running and get her treat. So now if she wants a treat she just goes to the counter...its like pushing a button and you are very reliable.
I'd personally do management and keep her away from anything she isn't allowed to have. Baby gate at the kitchen and nothing but toys available to her at her level.
I like crate time outs. If you see her looking for something go and get her and give her a time out (30 seconds). If she has something she shouldn't just go trade her for it...my dogs actually bring me things to trade now. LOL
